History/Expertise:
The Chance Phelps Foundation was established in 2006. The first major fund-raising event for CPF was a 1500-mile walk that started 11 February 2007 on the Marine Corps Base,
Twenty-Nine Palms, California and ended on Memorial Day in Dubois,Wyoming. Gretchen Mack, (President/Founder of CPF) and daughter Kelley Phelps-Orndoff made this journey to honor Gretchen’s son, (Kelley’s brother) Marine Lance Corporal Chance R. Phelps, who was killed during combat operations in Al Anbar Province, Iraq 9 April 2004.

The purpose of the walk was to heighten public awareness about the plight of our military and their families, assist the wounded once they return home, and to raise funds to help facilitate our mission and organization.  A portion of the funds raised on the walk were donated to the Injured Marine/Semper Fi Fund, an organization helping wounded Marines and their families with the expenses associated with medical care and treatment, such as transportation (to and from rehabilitaion facilities), lodging, fuel, meals and also the purchase of medical equipment.

Objective:
In late 2008, CPF began expansion of our program in the Wind River Valley to serve local veterans in Fremont County and the state of Wyoming, and to serve more veterans nation-wide. Our plan is to build or purchase a ranch/retreat here in the valley to be used for recreational activities for veterans, their families, and Gold Star mothers and fathers (those parents who have lost a son or daughter in war). The idea is to offer our warriors and their families a place to rest and relax and to help restore the hope and morale after the rigors of war. For the Gold Star families this would be a place to reflect on the life of their child and to interact with other parents and veterans.

CPF is currently working with a ranch in the Dubois, Wyoming area who have donated blocks of time at their facilities for the 2010 summer to help make this happen this year. We hope to have sessions in the following summers, utilizing donated propterties, until we are able to build our own facility.

Ongoing Projects:
In 2009 the Chance Phelps Foundation/Gretchen Mack became the “Ambassador of Hope” for the state of Wyoming by working closely with another organization called Hope for the Warriors, one of the many resources CPF uses to find potential applicants for our programs.

The Chance Phelps Foundation also works with the local VFW and Ladies Auxiliary, and have recently partnered with the Shoshone Indian Tribe from the Wind River Indian Reservation, with hopes to work with the Arapahoe Tribe. We also use the Veterans Affairs for information and resources that may lead us to veterans in need of assistance.

In September of 2009, the Chance Phelps Foundation helped sponsor the first annual “Wood Day” for veterans and their families in Fremont County, Wyoming. Firewood was cut, blocked, and delivered to families in Pavillion, Riverton, Hudson, Lander, and Fort Washakie on the Wind River Indian Reservation. CPF is also to assisting veterans with continuing education. Vets may contact us at the Foundation office, M-F  9-12 and 1-4.  We are also assisting with the cost of fuel, meals and transportation (to and from medical treatment or to the ranch/retreat).

Staff:
The Chance Phelps Foundation is staffed by the founder, Gretchen Mack, and six other volunteers. Legal and accounting services are provided pro-bono by local businesses.
